Hunter (United Kingdom), held its fourth session from 13 to 17 February 2017. · A tremendous work has been conducted on both intact and damage stability issues (item 3, 4, 5, 7). But there is still a lot of work to complete. Therefore, Correspondence Groups on both topics have been re-established. · As it has not been possible to set up at SDC 4 a working group on the safety standards for the carriage of more than 12 industrial personnel on board vessels engaged in international voyages (item 8), SDC 4 established a Correspondence group tasked to develop the draft of the new relevant chapter of SOLAS and the draft related code. · SDC 4 agreed to 4 Unified interpretations to provisions of IMO safety related Conventions (item 10). · No consensus could be reached on during the discussions on the draft Guidelines on the design of safe mooring arrangements (item 11). SDC 4 consequently decided to re-establish the Correspondence group on safe mooring in the view to finalize the draft revised SOLAS reg. II-1/3-8, and to consider whether it would be valuable to have separate guidelines on design, operations and inspection/maintenance. · Interim guidelines for use of Fibre Reinforced Plastic (FRP) within ship structures have been finalized. These Interim guidelines and the associated draft MSC circular will be submitted to MSC 98 for approval (item 12). Agenda item 3 - Amendments to SOLAS regulations II-1/6 and II-1/8-1 SDC 3 sent to MSC 96 draft amendments to SOLAS Chapter II-1 for approbation and adoption. SDC 4 has pursued the work concerning the Explanatory Notes related to these draft amendments. SDC 4 has established the Working Group on Subdivision and Damage Stability (SDS WG) and instructed it, taking into account the comments made and decisions taken in plenary and recalling the relevant decision at SDC 3, to consider the outstanding issues related to item 3, 4 and 7 of the agenda. Revised Explanatory Notes to SOLAS chapter II-1 subdivision and damage stability regulations The SDS WG agreed on the following changes to the EN : · Reg. II-1/5.2 and 5.4 (Intact stability) regarding lightweight limits for sister ships and alterations ; · Reg.II-1/7-2.2 (Calculation of the factor si) regarding calculation of a flooding stage immediately after a damage ; · Reg.II-1/12.2 (Peak and machinery space bulkheads, shaft tunnels, etc.) EN was deleted as it was considered to contradict the application requirement in the draft regulation II-1/4.2.2 ; · Reg.II-1/13.2.3 (Openings in watertight bulkheads below the bulkhead deck in passenger ships) regarding use of heat sensitive materials in penetration of watertight bulkheads, in
