AUTORIDAD DEL CANAL DE PANAMÁ EXECUTIVE VICE PRESIDENCY FOR OPERATIONS 3654-A (OPXI) V. 4-2-2015 ADVISORIES ARE AVAILABLE AT http://www.pancanal.com FOR ETAS OR DIRECT COMMUNICATION WITH OUR OFFICES, REFER TO NOTICE N-3-2017 ADVISORY TO SHIPPING No. A-11-2017 March 23, 2017 TO : All Shipping Agents, Owners, and Operators SUBJECT: Guarantee of Payment Requirement for Panama Canal Shipboard Oil Pollution Emergency Plan (PCSOPEP) The Panama Canal Authority, ACP, would like to remind its customers that Section 1.4.5 of OP NOTICE TO SHIPPING No. N-12-2017 “Panama Canal Shipboard Oil Pollution Emergency Plan (PCSOPEP) Requirements” states that vessels in non-compliance with PCSOPEP requirements shall provide a satisfactory guarantee regarding sanctions that may be imposed by ACP, in accordance with Chapter XI “Offenses, Sanctions and Sanctioning Proceedings” of the Regulation on Navigation in Panama Canal Waters. Letters of guarantee for first and second offenses must be signed by the corresponding shipping agencies ́ registered Legal Representatives or by a duly registered authorized person, in accordance with the Panama Public Registry. This representative must be authorized to sign all documentation on behalf of the shipping agency. Failure to comply with the above may result in non-acceptance of the letter of guarantee and, in consequence, the possible denial of transit.
