Circulation of the Final Report to the UN Security Council from the Panel of Experts on North Korea and Updated Guidance on Addressing North Korea’s Illicit Shipping Practices by the U.S. We refer to our circular No.18-014 dated 18 January 2019 regarding sanctions against North Korea.   This is just to inform that, in March 2019, the Final Report to the UN Security Council from the Panel of Experts on North Korea was circulated as per the following link: https://www.un.org/securitycouncil/sanctions/1718/panel_experts/reports   The U.S. Treasury also updated its advisory on illicit shipping in North Korea as per the following link: https://www.treasury.gov/resource-center/sanctions/Programs/Documents/dprk_vessel_advisory_03212019.pdf   As above, enforcement of sanctions has generally intensified. It is strongly recommended that all members reassess the risks associated with all transactions with North Korea, and pay due attention not to be unintentionally involved in any business activities.
