China’s Maritime Safety Administration (MSA) has implemented a stricter monitoring of vessels, according to an update from class society DNV. Chinese authorities are tracking more closely any vessel that has been detained twice within the last 12 months, irrespective of the place of detention as well any vessel that has been penalised twice in 12 consecutive months for serious violations. Violations include insufficient manning, maliciously turning off the AIS system, intentional illegal discharging of pollution, and overloading. Vessels included in the special follow-up are most likely subject to port state control inspection at every port call in China.
