28 November 2023 Britannia Group PEME Consultant We are pleased to remind members of the Britannia Group’s PEME Consultancy service, originally launched in 2018. As well as a reminder, we introduce the new provider of the service, Your Excellent Health Service (YEHS). The service is designed to provide assistance to Members in determining crew fitness to work and in maintaining crew wellbeing on an ongoing basis. The issue of crew health and the importance of adequate pre-employment medical examinations (PEMEs) remains the focus of much discussion and many Members will already have in place enhanced medicals as part of their pre-employment medical screening for their crew, either across their fleets or for certain crew. Over the years, the Managers have received numerous enquiries from Members on both general issues relating to crew health (for example, the testing criteria to be adopted for certain ages and nationalities and the choice of clinic) and specific issues relating to the employment of particular crew (such as the effect of certain past and preexisting illnesses on future employment). This consultancy service is available to all Members who have owned entries with the Britannia Group. The PEME consultant will charge per enquiry and, of the aggregate charges incurred by each Member per policy year, Britannia will absorb the first USD1,000. This initiative is intended to be a flexible service designed to meet the individual Member’s needs and concerns and to respond to a wide range of questions relating to the pre-employment health of crew to be deployed on Britannia P&I ships. Examples of the types of question that will likely be covered through the initiative are set out below. How might the Britannia Group PEME Consultant assist you? The PEME Consultant could, for example, be requested to provide his input on the following: • adequacy of the Member’s existing PEME examinations/policies/criteria • recommended validity periods of PEMEs • recommended scope of examination - what should be included, for whom and how often • specific health concerns for particular countries/conditions/age groups • fitness for sea duty of crew members based on PEME results • risks relating to pre-existing medical conditions • effect of past medical history or any medical ‘restrictions’ on fitness to work at sea • need for testing for HIV and hepatitis and the issues arising from the employment of infected crew • obesity levels and BMI criteria • control of ongoing medical conditions on board the ship, for example, by way of medication • choice of PEME clinic and recommended inspection and audit of clinics • general advice on developing and running a Member’s own PEME scheme. All enquiries will be treated confidentially. Members for their part are responsible for ensuring their own compliance with applicable data protection legislation when transferring any personal data to us in connection with this initiative.
