It applies to vessels of 300 gross register tons and above that are capable of c arrying ballast water. B eginning January 1, 2021, regulations require the annual submission of the Marine Invasive Species Program Annual Vessel Reporting Form to be made through the California State Lands Commission’s web-based platform MISP.IO at least 24 hours prior to a vessel’s first ar rival at a California port during each calendar year.
