The Panama Canal Authority (ACP) has published Amendment No. 2 to the Prequalification Documents for the Energy Corridor initiative as part of the ongoing process to select a concessionaire for the project. The prequalification process began with the publication of the original documents on January 30, 2026, and was subsequently updated through Amendment No. 1, issued on March 27, 2026. The new amendment introduces several modifications intended to streamline the process and provide greater clarity for interested companies. During this stage of the process questions and feedback are welcome. Key changes include adjustments to the document review process, clarification regarding the participation and structure of consortiums, updates related to guarantees, and the addition of annexes covering transparency, compliance, ethics, and conflict-of-interest prevention standards. The amendment also establishes a new deadline for submitting requests for clarification, extending the period through June 8, 2026, and postponing the deadline for submitting prequalification documentation to July 23, 2026. The publication of the pre-qualification documents, clarification periods, issuance of amendments, and deadline extensions are procedures governed by the ACP Concessions Regulations and are designed to facilitate communications between interested parties and the Panama Canal. Documentation submitted by applicants will be evaluated according to the technical, financial, and legal criteria set forth in the prequalification documents and their amendments. The Energy Corridor initiative is designed to strengthen Panama’s logistics and energy connectivity while creating opportunities for companies interested in contributing to the development of capabilities that complement the operations of the Panama Canal.
