After the New York State Energy Research and Development Authority (NYSERDA) cancelled three projects from its third solicitation round in April, two were submitted again for the state’s fifth offshore wind solicitation. In October 2023, NYSERDA provisionally awarded three offshore wind projects – Attentive Energy One, Community Offshore Wind, and Excelsior Wind. The authority also provisionally awarded $300m of New York State grant funding to GE Vernova and LM Wind Power for nacelle and blade manufacturing for the provisionally awarded projects. However, GE Vernova pivoted away from the initially proposed 18MW turbine platform to a 15.5/16.5MW turbine, meaning that all projects would require more turbines to reach their desired power capacity. As the developers and GE Vernova disagreed, NYSERDA decided to conclude the solicitation round without any final awards. Now, Vineyard Offshore again proposed the 1,350MW Excelsior Wind project to NYSERDA. The project is supposed to be located some 40 km from shore and will be able to generate enough power for 700,000 homes. The company claimed that it had the backing of over 100 local stakeholders and that approval from NYSERDA was all that was needed to get the project started. The project, if approved, can be ready for commercial operation by 2031 and will supply over 5,000 GWh of electricity annually while reducing carbon emissions by 1.2m tons each year. The second project which will give it another go is RWE and National Grid Ventures’ Community Offshore Wind.
