According to an analysis by the UCL Shipping and Oceans Research Group, around two-thirds of member states that took the floor supported the revenue-collection approach. By contrast, the group advocating a technical-only solution and the abandonment of GHG pricing remained relatively small and was consistently made up of governments closely aligned with fossil-fuel interests.
