China – Special Regulatory and Control Measures To Be Taken on Yangtze River The Association has obtained the attached circular from Huatai Insurance Agency & Consultant Service Ltd., our correspondent in China, on the captioned matter. Due to the forthcoming national congress meeting, the special regulatory and control measures on Yangtze River ports will be taken between 0000hrs on 12 October, 2017 to 2400hrs on 26 October 2017. As per the circular, all navigation ships in the water areas of Jiangsu section of the Yangtze River shall follow the “Regulations on Traffic Separation Scheme of Jiangsu section of the Yangtze River”(2013 edition). In addition, the berthing / un-berthing operation, the STS operation and bunkering operation of all ships shall be suspended during night time. Regarding chemical tankers carrying class X and Y chemical cargo in bulk, especially, they are prohibited to navigate, to enter into or depart from port in these areas during night time. Please take note of the attached circular and contact your local agent for more detailed information in case your good vessel is scheduled to enter into or depart from the above water areas during the period.
