III 8 also deferred to MEPC whether the plan for corrective actions should be regarded as a detainable deficiency, if these are not implemented as planned at time of inspection The eighth session of the Implementation of IMO Instruments sub-committee (III 8) was held remotely from 25 to 29 July 2022. III 8 agreed to: A framework for the development of draft guidelines on the assessment and application of remote statutory surveys, ISM Code audits and ISPS Code verification. It is expected to be finalized at III 9, in July 2023. (item 12) ; Defer the review of the Guidelines for PSC under the BWM Convention (MEPC.252(678)) to an intersessional CG which will report to III 9. The CG will decide whether to incorporate the guidelines into a future version of the Procedures for PSC as a new appendix.(item 5) Further develop the draft amendments to the Survey Guidelines, and include the requirements deriving from amendments to relevant IMO instruments entering into force up to and including 31 December 2023, with a view to submission of draft amendments to the Survey Guidelines to the Committees for approval and to Assembly 33 for adoption.(item 10) Following the work carried out by the working group, III 8 was unable to make a decision on whether the implementation plan and/or the plan for corrective actions for a ship rated as D for three consecutive years, or rated as E, should be regarded as a detainable deficiency if these are not implemented by the ship as planned at time of inspection, and thus agreed to advise MEPC 79 accordingly for further discussion. (item 5) III 8 also considered that : inadequate standards and regulations for cargo handling spaces of specialized self-unloading bulk carriers, and supported that a new work output proposal should be submitted to a future MSC session in order to develop better fire safety standards for this specific cargo handling spaces.(item 4) III 8 - Report Download
