China－Shanghai MSA Issues “Measures for the Administration of Ship Crude Oil Washing Operations” We have obtained information from our China correspondent, Huatai Insurance Agency & Consultant Service Ltd., regarding the “Measures for the Administration of Ship Crude Oil Washing Operations” issued by the Shanghai Maritime Safety Administration (Shanghai MSA).   These Measures, effective from 1 January 2026, aim to further standardise safety and pollution prevention management for Crude Oil Washing (COW) operations within the waters under the jurisdiction of the Shanghai MSA.   For a detailed summary of the 12-hour advance reporting requirement, equipment and personnel qualifications, and suggested risk control measures, please refer to the attached circular.
