MEMBER ALERT Shipowners Claims Bureau, Inc., Manager One Battery Park Plaza 31 st Fl., New York, NY 10004 USA Tel: +1 212 847 4500 Fax: +1 212 847 4599 https://www.american-club.com American Club Member Alert – August 14, 2023 1 AUGUST 14 , 2023 PEOPLE’S REPUBLIC OF CHINA (PRC): WUSONG MSA NOTICE REGARDING SELF-INPSECTION FOR VESSELS ENTERING YANGTZE ESTUARY DEEPWATER CHANNEL Beginning on August 15, 2023, within twelve (12) hours prior to entering the Yangtze Estuary Deep Water Channel (henceforth referred to as the “North Channel”), vessels are required to test their engines, rudders, communication and emergency equipment to ensure they are in good technical condition. The North Channel refers to the channel between the western boundary line of the Precautionary Area “A” of Yangtze Estuary Ship’s Routing System and the eastern side of the Yuanyuansha Precautionary Area, with a total length of 43 nautical miles. Its boundary line is marked by vir tual AIS navigation marks. The systems to be self-inspected, tested and found in good working order are the systems described in Annex 1 as attached and the results of those tests are to be submitted to the Wusong VTS in a standard form as attached, in Annex 2. No less than four (4) hours prior to entering the North Channel, the completed form shall be submitted by e-mail to the Wusong VTS Center at wsvts@shmsa.gov.cn that shall be titled in the e-mail subject that will include the vessel’s name as follows: VESS EL NAME Self-Inspection materials. For inbound vessels, the arrival time to the D3 light buoy shall be deemed as the time of entering the North Channel. For outbound vessels, the arrival time at the Yuanyuansha light vessel shall be deemed to be the time of entering the North Channel. Thereafter, the Wusong Maritime Safety Agency (MSA) will verify the outcome of the ship’s self-inspection. For further details, please refer to the attached circulars in English and Mandarin.
