Economy: China’s plans to boost consumption in World Economy News 23/02/2026 Under Xi Jinping, there has been a growing emphasis on boosting domestic consumption. As the CCP plans to announce the 15th Five-Year Plan, efforts to achieve this goal will be shaped by the Party’s current macroeconomic strategy. As China’s rate of economic growth slows, the country’s leaders have become increasingly concerned that the economy remains overly dependent on investment- and export-driven growth. Under Xi Jinping, there has been renewed emphasis on rebalancing the economy by boosting domestic consumption and last December it was made the number one economic priority for 2026. In March, the Chinese Communist Party (CCP) will announce its 15th Five-Year Plan (2026–30), which guides macroeconomic development and outlines the country’s industrial policy. Efforts to boost consumption will likely remain limited to policies known under the ‘investment in people’ concept, which focuses on fixing the problem of precautionary savings as well as additional plans to boost incomes. This is because of the Party’s current macroeconomic strategy, which prioritises investment in high-tech industries and advanced manufacturing and relies on the Party maintaining a level of control over national income and resources relative to households.
