Formulated in accordance with the Maritime Traffic Safety Law of PRC, the Regulations on the Administration of Inland River Traffic Safety of PRC, and other relevant laws and regulations, the Measures are designed to regulate reporting practices of ship’s entering into or leaving from ports and ensure maritime traffic safety. The Measures apply to Chinese-flagged vessels entering into or leaving from ports within the waters under the jurisdiction of the PRC, with the exception of military vessels, fishing vessels, and sports craft. According to the Measures, vessels that enter or leave a port and engage in cargo loading/unloading, embarkation/disembarkation of personnel, or similar operations shall report such information to MSA. Reports shall be submitted via the Maritime Communication System, and vessels are required to report four hours in advance, with the advance notice generally not exceeding 24 hours. The Measures also specify circumstances exempted from reporting, scenarios where daily reporting is permitted, as well as detailed requirements regarding reporting content and amendment procedures. The Measures emphasize that vessels shall truthfully report information and are prohibited from making false or concealed declarations. MSAs will strengthen supervision and inspection, with a focus on verifying the timeliness, standardization, authenticity, and accuracy of reported information.
