Maersk has informed customers that the Kenya Revenue Authority (KRA) will introduce a mandatory Advance Cargo Declaration (ACD) requirement for all containerized cargo destined for Kenyan ports from 3 August 2026. Under the new regulation, an ACD Reference Code must be obtained before cargo is loaded and endorsed on the Bill of Lading prior to shipment. The requirement applies to all containerized imports into Kenya. The ACD number consists of a 15-character alphanumeric code that includes the country identifier, year and a sequential reference number issued by the KRA. According to Maersk, shippers, exporters and freight forwarders must register on the KRA ACD platform, submit the required documentation, obtain a draft ACD, pay the applicable fees and receive the validated certificate before finalizing the Bill of Lading. The required documents include the draft Bill of Lading, commercial invoice, freight invoice and export declaration. Maersk noted that failure to comply with the new Advance Cargo Declaration requirements may expose importers to customs penalties and cargo clearance delays. The carrier advised customers to complete the process before shipment to ensure the smooth movement of cargo.
