They offer shipowners, verifiers, and administering authorities a practical roadmap through the intricacies of compliance, flexibility mechanisms, and rigorous monitoring standards . Member State Enforcement: Streamlining Administrative Precision and Pragmatism The enforcement guidance tackles the real-world administrative friction points facing Member States . Written in a Q&A format, it addresses operational ambiguities across the annual compliance cycle, reporting gaps, and enforcement actions . Key Enforcement Milestones & Digital Harmonization The 31 January Deadline : Shipping companies must submit their ship-specific FuelEU reports to accredited verifiers via the central FuelEU Database (THETIS-MRV) by 31 January . While late entry remains technically possible in the system, missing this milestone constitutes a regulatory infringement subject to national sanctions . Compliance Timing : By 31 March, verifiers record initial compliance balance data .
