FacebookTwitterEmailLinkedin The Sustainable Shipping Initiative (SSI) argues that the long-running governance deadlock between the Hong Kong Convention (HKC) and the Basel Convention has stalled responsible investment in ship recycling since 2011 without sufficient justification. Ahead of the Basel Convention’s OEWG-15 meeting in June 23 to 26, 2026, SSI is calling for the International Maritime Organization (IMO) to become the central technical authority for HKC-related work, rather than relying on a fragmented parallel process. It also urges the creation of a joint technical workstream linking IMO experience-building under MEPC 83 with Basel’s analytical work ahead of COP18 in 2027.
