NumberandDistributionofCasesRelatedtoFishery Farms(2020-2022) Thefollowingfigureshowstheportdistributionofcasesregardingshipsaccidentally enteringfisheryfarmshandledbyHuataiinthepastthreeyears(2020-2022). Intheabovefigure,exceptforDalianandNingde,allotherportsareunderthe jurisdictionofShandongProvince.LanshanPortremainstheportwiththehighest numberofcases,fallingto6in2021butrisingto15in2022. ReasonsfortheHighIncidenceofFisheryFarmClaimsinLanshanPort WeopinethatthehighincidenceofsuchcasesinLanshanPortmayberelatedtothe followingfactors: (1)Comparedwithotherports,thequantityoffisheryfarmsoffLanshanPortis largerandthedistributioniswider. (2)ThefisheryfarmsarelocatedatthejunctionofRizhao,Lanshanand LianyungangPort.Thenavigationenvironmentformerchantshipsandfishing boatsiscomplex,andthemaneuverablewaterareaformerchantshipstoavoid collisionwithothershipsandfisheryfarmsisseverelyrestricted. (3)ShipshavenotmarkedthescopeoffisheryfarmsontheChartaccordingtothe HuataiCircularconcerningthedistributionoffisheryfarmsandtheinformation providedbytheagentinordertomakeareasonablenavigationplantoavoidthe area. (4)Seafarersarelackofpsychologicalvigilanceonthefactthatlargenumberof fisheryfarmsandfishingboatsexistinthesewaterareas.Astheconsequence, whenemergencysituationsoccur,timelyandreasonablemeasuresarenottaken toavoidaccidents. (5)Theriskofaccidentallyenteringfisheryfarmsincreaseswhenenteringorleaving theportduringnighttimeorunderpoorvisibilitycircumstances.
