French energy major TotalEnergies, together with its partners QatarEnergy and ConocoPhillips, has signed a memorandum of understanding with the Syrian Petroleum Company to explore Block 3 offshore Syria in the Mediterranean Sea. The MoU covers a technical review of the offshore Block 3 area by the partners and establishes a framework for technical and commercial discussions related to exploration activities on this block. The block lies in the Levantine Basin in the eastern Mediterranean waters offshore the Syrian city of Latakia, with water depths ranging from 100 to 1,700 m.​ “We are pleased to enter into this new partnership with the Syrian Petroleum Company with which we had a long and fruitful relationship from 1988 to 2011,” said Julien Pouget, SVP for Middle East and North Africa exploration and production at TotalEnergies. Before the Syrian civil war began in 2011, Syria produced 380,000 bpd, with $3bn in exports funding a quarter of the government budget. This is another major win for the post-Bashar al-Assad government and follows an agreement with US supermajor Chevron and Qatar’s Power International Holding to develop the country’s first offshore oil and gas field.
