The Norwegian Ministry of Energy has offered 57 new production licenses to 19 companies on the Norwegian continental shelf in the APA 2025 licensing round. Of the 57 production licenses offered in APA 2025, 31 are in the North Sea, 21 are in the Norwegian Sea, and five are in the Barents Sea. A binding work program is linked to all the licenses to ensure maturation of the acreage or relinquishment of the license to the state as the resource owner. In total, 19 oil companies are offered parts in one or more of these licenses. 13 companies are offered one or more operatorships. Licenses were offered to Aker BP, Concedo, ConocoPhillips Skandinavia, DNO Norge, Equinor, Harbour Energy, Inpex Idemitsu Norge, Japex, Lime Petroleum, OKEA, OMV, Orlen, Pandion Energy, Petrolia NOCO, Repsol, Source Energy, TotalEnergies, Vår Energi, and Wellesley Petroleum. Equinor was the biggest winner of the round. It was offered interests in 35 licenses and operatorship in 17. Aker BP was offered interests in 22 licenses and operatorship in 12, while DNO was awarded stakes in 17 licenses. All petroleum licensing rounds are conducted within the framework set by the Norwegian parliament, with the APA round focusing on mature areas with established infrastructure. The APA area covers most of the open acreage on the NCS and is expanded annually based on petroleum assessments. “This is a significant contribution to ensuring continued activity in the oil and gas industry.
