Despite an overall decline in piracy & armed robbery at sea, 2019 saw a countervailing, and unprecedented, rise in crew kidnappings in the Gulf of Guinea as reported by the International Chamber of Commerce—Commercial Crime Services’ IMB Piracy Reporting Center in their recent annual report.
