Summary:- MEPC 74 was a much awaited meeting on the issue of GHG reduction strategy. The review of the various possible measures will now be facilitated by the adoption by MEPC 74 of a MEPC.1. It must be stressed that great importance is paid to the improvement to the footprint of existing vessels. MEPC 74 reached a general consensus on the dates and reduction levels for phase 3 of EEDI. The corresponding amendments to MARPOL Annex VI should be definitively adopted at MEC 75. With regard to the Sulphur content of the fuel and the deadline of 1 January 2020, the regulatory framework was clarified through the adoption of two resolutions and six circulars. The issue of restrictions on the use of open-loop scrubbers, which had also been the subject of many debates upstream, was put on the agenda of the next PPR subcommittees.
