OSRO Requirement for Bunkering at Common Zone - Argentina Loss Prevention Loss Prevention Published: August 18, 2025 Contact author Download article pdf The Club’s correspondent, Pandi Liquidadores S.R.L., has issued CIRCULAR 057-2025 - OSRO BUNKERS LA PLATA, advising that the Argentine Coast Guard has repealed the previous requirement for vessels receiving bunkers at Zona Comun, La Plata, to engage an Oil Spill Removal Organisation (OSRO). Under the newly issued Disposition DISFC-2025-400-APN-LPLA#PNA, OSRO certification is no longer mandatory for receiving vessels. However, all vessels remain subject to existing pollution prevention regulations and must maintain appropriate emergency response capabilities. It is important to note that tankers transporting hydrocarbons or other harmful substances continue to be subject to OSRO obligations under Ordinance 8/98. This regulatory update supersedes the guidance previously issued in Circulars 039/2020 and 041/2021 and is effective immediately Supportive Information For further information on this or other Loss Prevention topics please contact the Loss Prevention Department, Steamship Insurance Management Services Ltd.
