The Maritime Labour Convention 2006 (MLC) entered into force as of 20 August 2013. 66 countries have ratified MLC to date, which between them hold the registry to about 85% of the world's tonnage, and cover perhaps as many as 2 million seafarers around the world.
The Maritime Labour Convention 2006 (MLC) contains a wide definition of seafarer - " any person who is employed or engaged or works in any capacity on board ". Flag states may adopt different approaches in their domestic legislation.
