1 of 3 MAY 27, 2010 CIRCULAR NO. 13/10 TO MEMBERS OF THE ASSOCIATION Dear Member: NEW AMERICAN CLUB LOSS PREVENTION TOOL: CLEAN SEAS: COMPLYING WITH MARPOL 73/78 Your Managers are pleased to announce the release of Clean Seas: Complying with MARPOL 73/78, Annex I—Prevention of Pollution by Oil as the first in a series of web-based E-learning modules designed to familiarize seafarers with the six annexes to the MARPOL Convention. This release is available to all American Club Members with owned vessels entered for P&I cover. Clean Seas: Complying with MARPOL 73/78 has been produced in cooperation with IDESS Interactive Technologies, Inc. based in Subic Bay, Philippines. Background Clean Seas: Complying with MARPOL 73/78 was developed, in part, as a response to the pervasive concerns of the international community as to the protection of the marine environment. Although claims in regard to environmental damage have reduced in frequency in recent years, the cost of individual claims has not diminished. Moreover, the potential for owners and their crews to be subject to criminal and civil suits has also increased in many jurisdictions around the world. By way of background to this learning initiative, the Club examined its experience of environmental incidents and also reviewed the results of vessel condition surveys. It found there was a need to improve seafarer familiarity with mandatory requirements to protect the environment. Of great importance is the need to have a practical understanding of the MARPOL Convention, and how it affects seafarers. The learning tool The Clean Seas: Complying with MARPOL 73/78 E-learning modules are specifically designed to be “user friendly” for seafarers, and are focused on the practical application of the MARPOL Convention onboard ship. The E-learning modules are accessible anywhere there is a connection to the internet, making it easy and convenient for seafarers to study the subject matter before they join their ships. The system also 2 of 3 includes a secure online testing facility. Members can track their seafarers’ knowledge and keep up-todate records of familiarization training in compliance with both the STCW Convention and the company’s safety management system requirements under the ISM Code. First Installment: MARPOL Annex I—Prevention of Pollution by Oil The series is divided into six installments corresponding to the six annexes of MARPOL 73/78 Convention. These sections deal with oil pollution, noxious liquid substances, noxious substances in packaged form, sewage, garbage and air pollution. The first installment in the series, MARPOL Annex I—Prevention of Pollution by Oil, focuses on the following areas: 9 About MARPOL 9 Waste Oil Management—Oily Water Separators 9 Keeping Records in the Oil Record Book 9 Special Requirements for Tankers 9 Shipboard Oil Pollution Emergency Plan (SOPEP) 9 Best Practices Member Access to Clean Seas: Complying with MARPOL 73/78 All Members with owner entries in the American Club will be given access to the program. This access will allow Members to set up, administer and track their seafarers’ use of Clean Seas: Complying with MARPOL 73/78. Each Member’s account will have four levels of users: Super Administrator, Administrator, User and Reader. The Super Administrator will provide the relevant access to Administrators, Users and Readers for their own account.
