Date Release: October 28, 2025 The27thSessionofthePortStateControlCommitteefortheMediterranean MemorandumofUnderstanding(MedMoU)concludedsuccessfully,markinga significantstepforwardinenhancingmaritimesafety,security,and environmentalprotectionacrosstheregion. ChairedbytheMedMoUChairmanMr. PanayiotisVarnavides,theCommittee reviewedafullagendaandmadeseveralkeydecisionstostrengthenthe regionalportstatecontrolregime. Mediterranean MoU on PSC Secretariat Keyoutcomesofthesessioninclude: •MembershipExpansion:TheCommitteeformallywelcomedAlbaniaandFranceasfull members,withmembershipeffectivefrom1January2026.Franceaccededbysignature duringthesession,whileAlbaniais expectedtofinalizeitsaccessionbeforetheendof2025. •NewRelevantInstruments:TheCommitteeformallyendorsedtheincorporationofMARPOL AnnexVIandtheHongKongConventionasRelevantInstrumentswithintheMedMoU framework. Thisdecision,madetoensureharmonizationwithprevailinginternational standards,willtakeeffecton1 January2026. •AdoptionofShipRiskProfile:Ina movetoharmonizewithglobalpractices,theCommittee agreedtoadopttheParisMoUShipRiskProfile(SRP),witha plannedtwo-yeartransitional periodstartinginJanuary2027.Thiswillenhancethetargetingofsubstandardships. •FocusedCampaigns:Endorsementwasgivenforparticipationinthe2026Concentrated InspectionCampaign(CIC)onCargoSecuringandtoparticipateinfutureFocusedInspection Campaign(FIC). •CombatingSubstandardShipping:TheCommitteeagreedtosystematicallyassignahighinspectionprioritytovesselsontheIMO'sGISISlistoffalseflagstocombatfraudulent registrationsandcertificates. •TechnicalUpgrades:Importanttechnicalupgradeswereapproved,includingtheautomatic disseminationofportcallsintheTHETIS-Medsystemtoimprovedataaccuracyandinspection targeting. TheMediterraneanMoUcontinuestoworkdiligentlywithitsmemberauthoritiestoeliminatethe operationofsubstandardshipswithintheregion,protectthemarineenvironment,andsafeguard therightsofseafarers.
