The Vancouver Fraser Port Authority has launched a search for an operator for its Fraser Wharves terminal site in Richmond, British Columbia, marking the first major terminal development opportunity at Canada’s largest port in a decade. The initiative supports the federal government’s goal of doubling Canadian exports to non-US markets over the next decade and forms part of the Government of Canada’s Port of Vancouver Gateway Strategy. The 40-acre brownfield site at 13800 Steveston Highway, formerly used as an auto terminal and consolidated under the Annacis Auto Terminal Optimization Project, offers deep-sea vessel access via the Fraser River with an existing marine berth, a fully paved, secured and fenced site with existing rail and road infrastructure, nine on-site CN rail tracks with expansion opportunities, and highway access with Highway 99 located 1.5 kilometres away. The Port of Vancouver moved a record 131 million metric tonnes of bulk cargo in 2025, including approximately 30 million metric tonnes of grain, 11 million metric tonnes of potash fertiliser and 27 million metric tonnes of petroleum products. Dry bulk export volumes have grown 12% over the past five years, driven by strategic investment and global demand for high-quality Canadian commodities. The port connects Canada to more than 170 international markets, with over 85 percent of cargo handled supporting commerce beyond the United States. Peter Xotta, President and CEO of the Vancouver Fraser Port Authority, described the opportunity as rare within a proven port ecosystem with unparalleled access to the Indo-Pacific region, framing it as a means of turning the site into a terminal delivering Canadian commodities to world markets and supporting trade diversification. The port authority will engage with the federal Major Projects Office to advance the process efficiently while respecting Indigenous rights and safeguarding the environment.
